The winter of 2017 was especially cold for the so-called "low-end population" who lives on the outskirts of Beijing. After a housing settlement occupied predominantly by migrant workers went up in flames, the municipal government initiated a "safety campaign" to tear down settlements alike dotted around the outskirts of the capital. Occupants have been forcibly removed from their homes, most with less than a week's notice. Those who were lucky were able to find new places on even more suburban parts of the capital. Others have no choice but to return to their homes in rural parts of the country.
